The role will be responsible for analysing tenders and RFQs, developing accurate cost estimates, preparing competitive commercial proposals, supporting contract pricing, and providing commercial input for facility management, maintenance, engineering and related service opportunities.
The successful candidate should be able to understand a technical scope, convert it into manpower, material, equipment and subcontracting requirements, and ultimately develop a commercially sound price.
This is a hands-on role suited to an individual who combines engineering knowledge, estimation capability and commercial understanding.
1. Tender & RFQ Analysis
• Review RFQs, RFPs, ITTs, BOQs, specifications, drawings and contract documents.
• Understand technical and commercial requirements of each opportunity.
• Identify scope, exclusions, assumptions, risks and potential cost impacts.
• Prepare tender clarification requirements.
• Coordinate with technical and operations teams to understand execution requirements.
2. Cost Estimation
Prepare detailed estimates covering:
• Manpower and labour costs
• Engineers, supervisors and technicians
• Skilled and general workers
• Overtime, shift allowances and other labour-related costs
• Materials and consumables
• Spare parts
• Tools and equipment
• Vehicles and transportation
• Mobilisation and demobilisation
• Subcontractors
• Specialist services
• PPE, training and certification
• Site and project overheads
• Other direct and indirect costs
3. Tender Pricing
• Prepare BOQs and pricing schedules.
• Develop detailed cost build-ups.
• Apply appropriate overheads, contingency and profit margins.
• Prepare commercial summaries for management review.
• Conduct price benchmarking where appropriate.
• Support value engineering and cost optimisation.
• Participate in tender clarification and negotiation processes.
4. Supplier & Subcontractor Quotations
• Obtain and evaluate supplier and subcontractor quotations.
• Prepare quotation comparison sheets.
• Negotiate commercial terms where appropriate.
• Maintain a database of material, equipment, labour and subcontractor rates.
• Identify opportunities to reduce procurement and execution costs.
5. Commercial Support
• Support contract and project teams with cost information.
• Review additional works and potential variations.
• Assist in pricing out-of-scope activities.
• Support preparation of variation quotations.
• Monitor estimated versus actual costs on awarded projects.
• Assist in identifying commercial risks and potential margin leakage.
6. Business Development Support
• Support the Business Development team in evaluating new opportunities.
• Participate in client meetings and site visits where required.
• Assist with technical-commercial presentations.
• Help develop proposals and commercial submissions.
• Maintain historical pricing and tender data for future bids.
